Unscrolling the Records

I am a Tanganyikan. I am writing from outside the country.

The question this Gazette asks: under what constitutional authority was the Republic of Tanganyika dissolved on 25 April 1964, and what are the legal consequences if no such authority existed?

From my preliminary research, this question has not been examined in published scholarship.

Answering it requires four things:

1. Research. The primary documents — Gazette notices, statutes, Hansard records, UN correspondence, the 1962 Constitution, the Articles of Union. They are public. It is time to review them against each other to determine what gaps or contradictions have lain dormant in the records.
2. Published work. A series of papers, each addressing one wall of the structure: constitutional authorization, Art. 102 registration, justiciability, statehood consequence. The papers exist so the question can be examined by the people trained to examine it.
3. Courts. The domestic forum (SCC, Court of Appeal) was never constituted or is barred by the same instrument under review. The question therefore moves to international forums: ICC/OTP, EACJ, ACtHPR, Commonwealth. Each has a different jurisdictional path. Each requires a different framing of the same question.
4. International organizations. The UN accepted the 1964 transition through a single notification. No Art. 4 process. No registration. No resolution. The IMF processed it through three documents. The gap between what the UN did and what the Charter requires is the record. Exploring what the Charter actually provides — and what it doesn't — is part of the answer.

I am not a lawyer. I am not a scholar. I know a few things about contracts. I publish under a pseudonym because historically and legally, questioning the Union has carried serious consequences in Tanzania. Every source is cited. Every document is public.
